Hybrid Working / Work pattern can be flexible (35 hours per week)

£33,617 per annum | 33 days annual leave per annum + BH

Looking for a varied HR and payroll role where you can really make an impact?

We’re recruiting on behalf of a public sector organisation in Cardiff that’s looking for a proactive and experienced People & Payroll Officer to join their team on a maternity cover contract.

This is a brilliant opportunity for a strong HR generalist who enjoys getting into the detail, working with systems, and supporting managers across a wide range of HR and payroll activity.

What we’re looking for

  • Experience in a HR generalist and payroll-focused role.
  • Strong experience using HR systems (iTrent experience would be highly desirable).
  • Experience handling payroll queries and supporting payroll processing activity.
  • Experience supporting employee lifecycle administration (contracts, starters, leavers, absence, etc.).
  • Good understanding of employment law, GDPR and HR/payroll processes.
  • Experience producing reports, management information or data extracts.
  • Confidence providing HR advice to managers and employees.
  • Experience supporting employee relations casework (particularly absence management).
  • Strong attention to detail and ability to manage a varied workload.
  • Excellent organisational and time management skills.
  • Confident communicator with strong stakeholder management skills.
  • Strong IT skills, including Microsoft Office.

What you’ll be doing

  • Providing a full range of HR and payroll administrative and transactional support across the organisation.
  • Processing employee lifecycle changes including starters, leavers, contracts and special leave requests in line with policy and deadlines.
  • Supporting payroll activity including complex queries such as pay calculations, salary sacrifice arrangements and pensions.
  • Using HR systems to maintain accurate employee data and ensure GDPR and retention compliance.
  • Producing HR and payroll management information for monthly, quarterly, annual and ad hoc reporting (including FOI and SAR requests).
  • Supporting HR systems maintenance, including testing, upgrades and communications.
  • Providing first-line HR advice and guidance to managers and employees on areas such as sickness absence, performance, discipline and grievance.
  • Supporting employee relations casework, with a particular focus on sickness absence and wellbeing cases.
  • Attending meetings across multiple sites as required and providing note-taking support for HR casework processes.
  • Supporting recruitment processes and exit interviews alongside People & OD Partners.
  • Assisting with the delivery of HR policy training and learning sessions for managers and colleagues.
  • Contributing to continuous improvement of HR and payroll processes and systems.
